Roles and Responsibilities:
PROJECT MANAGER for Offshore Wind Power Plant (PM) shall assume and discharge the responsibilities to provide oversight, coordination, management support and technical expertise for all aspects of offshore wind power plant to include down turbine wiring, collector system, interconnect substations, utility switchyards and transmission interconnects in order to establish the technology suited to the harsh natural environment, such as typhon and earthquake, and shall include the followings:
1) To define project scope and objectives
2) To establish overall project execution policies in line with GPI's management policies, especially in the following areas:
(1) Project organization
(2) Communication
(3) Project schedule
(4) Project budgeting
(5) Quality assurance
(6) Purchasing
(7) Subcontracting
(8) Logistics
(9) Emergency evacuation
(10) Financing
(11) Construction resources
(12) Project completion and power supply
3) To establish the basic work plans for engineering, procurement, project control, construction planning, commissioning, and quality assurance in line with the project policies.
4) To represent GPI in project execution and to maintain official communication with other parties outside of GPI.
5) To conducts periodical meetings with vendors and subcontractors to review progress, to discuss major changes in the work and to resolve problems raised .
6) To manage key project personnel so that the work can be executed correctly, effectively, and smoothly in accordance with the project specifications, and all contractual terms and conditions.
7) To conduct the project for execution in line with the project policy, procedures, instructions and guidelines.
8) To manage all project personnel matters and to settle all problems concerning organization, function, and assignment.
9) To report overall project status to General Manager.
10) To direct the planning and development of the project scope, procedure, budget, and overall schedule.
11) To review and approve all major change orders and periodically reviews change order controls to determine their adequacy and whether change orders are executed in a timely manner.
12) To review and approve all major purchases and subcontracts to assure their conformance with the project.
13) To Review and approve the work procedures, budgets, and schedules prepared for project administration, engineering, procurement, project control, construction planning, commissioning, and quality assurance.
14) To review project status of engineering, procurement, construction, and commissioning and to direct the respective group managers to take necessary measures so as to ensure compatibility with the overall schedule.
15) To review and approve all project forecast, schedules, cost estimates and financial reports and approve all major expenditures.
16) To review and approve quality assurance programs and reports.
17) To coordinate all contacts with vendors and subcontractors and to maintain an available working relationship at all levels throughout the period of the project.
18) To obtain all necessary approvals from local government concerned.
19) To obtain the local government acceptance of the plant and to coordinate completion of final project documentation.
20) To direct preparation of project records.
