Essential Duties: 1. Demonstrates knowledge and application of the HMC mission, vision and values. 2.Reviews and corrects as required the projects specifications and design drawings submitted by outside Consultants and/or Contractors. 3.Supervises and coordinates the preparation of projects for new facility or expansion of existing, which includes necessary estimates, drawings, design, schedules, bill of materials, cost summaries and specifications and the preparation of tender documents. 4.Obtains, analyzes, and circulates technical and contractual information to project team. Reviews and approves change orders. Notifies the Project Manager and other affected personnel of all changes. 5.Provide professional advice and guidance, both verbal and written, to user departments, requesting capital development to ensure compliance with all necessary policies, procedures and regulations. 6.Monitor set performance targets for consultants and specialists and ensure that legislative, technical and quality performance and best practice requirements are met, and where necessary recommend course of action leading to improvements. 7.Ensure that accurate and up to date records and information following project completion are provided to the Engineering Services Department for inclusion in the HMC building Facilities record plans. Supervises and coordinates the preparation of; 8.Project controls, cost estimates, quantity takeoffs and manpower requirements for proposals, forecasts and change orders. 9. Project status and financial reports, and initiation of any necessary corrective actions. 10. Proposals as assigned by Department Manager. 11.Drawings, specifications, calculations, charts and graphs. 12.Reviews and approves the Contractor’s material submittal and samples ensuring they meet the project specifications and quality. 13. Assists in development and implements quality assurance plan and field inspections on assigned projects. 14.Prepares technical reports, project manuals, and documentation of activity for project management. 15.Expedites distribution of action items following discussions/meetings with Project Manager and all parties. Ensures the project criteria and scope are met by all engineering disciplines. 16.Liaises with other government departments, private consulting firms and contractors as it relates to projects. 17.Responsible for project related deliverables including drawings, documents lists, equipment data sheets and performance specifications. Maintains appropriate project records and statistics for administration and regulatory purposes. 18.Participates in the evaluation of tenders and recommendation for awards for projects including equipments and furnishings in coordination with hospital end-users. 19.Complies with HMC policies and procedures; and in particular infection control, safety and quality management. Responsible for the safety of HMC staff employed in the project. 20.Performs other duties as requested, including deputizing for the Project Manager in his absence. This role profile is not exhaustive; it will be subject to periodic review and may be amended to meet the changing needs of the EPM Department, and ensure that it relates to the job performed. The job holder will be expected to participate in this process and the Department Management would aim to reach agreement to the changes. _______________________________________________________________________ Position Qualifications: Education: Bachelor’s degree in Electrical Engineering is essential. Master degree from an accredited engineering school beneficial. Experience: 10 years experience in project engineering and contract management, 3 years of which in similar position, preferably in large and modern health care facilities and building complex. Good command of and experience in facility electro-mechanical systems, especially standby power generation, medium and low voltage distribution, is a must. Work in large building construction and building services engineering, in large and modern health care facilities preferred. Have working knowledge of accounting policies affecting projects. Required Certification/Licensure/Registration: Professional Engineer registration in an accredited organization or government is desirable.
