Provides centralized strategic planning management and standards for the integration of the planning, assessment, selection, procurement and implementation of all medical, laboratory, Nursing and other hospital equipments and systems into the EPM Departments overall projects delivery process. All this is done by working closely in-conjunction with the Project Managers.
- Supports the adoption, integration, and deployment, of medical technologies and clinical systems, coordinating safety management, and identifying and mitigating risks associated with the networked/ integrated medical systems. Requires extensive coordination/ collaboration in a complex environment with a wide-variety of stakeholders.
- Coordinates with the HMC Bio-Medical Engineering Department with regards to Inventory, and Medical Equipment Management Plan matters. Actively support the implementation of the Medical Equipment Management Plan of HMC.
- All of the above duties are performed at a centralized EPM departmental level and setting generalized flexible standards that will be customized to individual facility requirements at the corporate local level.
Essential Duties:
Facilities Design and Project Management
<!--[if !supportLists]-->1. <!--[endif]-->Support the design of new or renovated clinical facilities that house specific medical technologies.
<!--[if !supportLists]-->2. <!--[endif]-->Will manage, support and direct the day-to-day project management medical equipment planning activities. Establish long and short-range goals and objectives in maintaining effective medical equipment planning management program for capital projects; and ensure compliance with JCI and other relevant regulatory standards.
<!--[if !supportLists]-->3. <!--[endif]-->Organization of work - Responsible for the planning and prioritization of the ME Project Engineers projects workload.
<!--[if !supportLists]-->4. <!--[endif]-->The Medical Equipment Planning Manager will act as the main point of contact for HMC clinical staff at all levels with enquiries relating to the provision of medical equipment for capital projects.
<!--[if !supportLists]-->5. <!--[endif]-->Liaison with the Finance Department - will work closely on the medical equipments budgets and ensure that budgetary cost estimates, are accurate and up-to-date. Analysis of the figures throughout the year is essential to ensure that the budget is on target.
<!--[if !supportLists]-->6. <!--[endif]-->Liaison with the Materials Management Department - The Medical Equipments Planning [MEP] Manager will work closely with the MM Dept. on all the technical and clinical aspects of the procurement of project medical equipments.
<!--[if !supportLists]-->7. <!--[endif]-->Liaison with Clinical and Technical staff - It is essential that medical equipments have satisfactory pre-purchase questionnaires completed prior to procurement. These are managed by the Administration team and it is the role of the MEP Manager to ensure that procedures are followed fully and accurately.
<!--[if !supportLists]-->8. <!--[endif]-->Liaison with and membership of Project Teams – The MEP Manager will provide oversight for work on all Capital Projects involving medical equipment through the Medical Equipment Project Engineers.
Medical Equipment Management Plan
<!--[if !supportLists]-->1. <!--[endif]-->The post-holder will assist in the management of HMC MEM Plan.
<!--[if !supportLists]-->2. <!--[endif]-->The post holder will maintain and update records relating to medical equipment replacement strategy. This involves constant vigilance with respect to new equipment coming into HMC – ensuring that it is registered on the strategy for replacement at the appropriate time. Judgment and analysis is required in the estimation of life spans of equipment in different areas.
<!--[if !supportLists]-->3. <!--[endif]-->Provision of advice - the post-holder will provide advice relating to the provision of medical equipments. A good knowledge of a very wide variety of medical devices will be needed in order that recommended equipment is appropriate and compatible.
<!--[if !supportLists]-->4. <!--[endif]-->Ensures compliance with the relevant codes and standards related to the hospital medical equipment.
<!--[if !supportLists]-->5. <!--[endif]-->Supervises procurement activities and develops program policies and procedures for same.
<!--[if !supportLists]-->6. <!--[endif]-->Sets departmental goals, develops budgets and policy, prepares and analyzes management reports to monitor department activity, and manages and organizes the department to implement them.
<!--[if !supportLists]-->7. <!--[endif]-->Communicates orally and in writing with medical, maintenance, and administrative staff. Develops written procedures and recommendations for administrative and technical personnel.
Risk Management
<!--[if !supportLists]-->1. <!--[endif]-->Identifies Medical Equipments project management risks and creates mitigation plans.
<!--[if !supportLists]-->2. <!--[endif]-->Coordinates with project stakeholders a process to prioritize, develop and implement a plan to manage/mitigate risks associated with interconnected/ integrated medical systems by applying appropriate administrative, physical and technical safeguards to determine appropriate level of institutional response, consults with stakeholders, risk managers, and facility leadership to ensure compliance.
Technology Management
<!--[if !supportLists]-->1. <!--[endif]-->Proactive examination of emerging technologies, and the evolution of existing technologies, including the infrastructure necessary to support them. Evaluation of clinical, technical and financial benefits of adopting new technologies.
<!--[if !supportLists]-->2. <!--[endif]-->Standardization on technologies and processes to facilitate the generation or adaptation of an effective support system. Coordination/ collaboration between key stakeholders in the selection and deployment of these new technologies.
<!--[if !supportLists]-->3. <!--[endif]-->Developing, implementing, and directing equipment management programs. Specific tasks include accepting and installing new equipment, Issues such as cost-effective use and quality assurance are integral parts of any technology management program.
<!--[if !supportLists]-->4. <!--[endif]-->Provide advice to user departments on budgetary, personnel, space, and test equipment requirements necessary to support procured medical equipments.
<!--[if !supportLists]-->5. <!--[endif]-->Strategic planning for the adoption, deployment, upgrade and integration of medical technologies and associated processes (including new and legacy systems).
<!--[if !supportLists]-->6. <!--[endif]-->Develops designs for equipment systems in consultation with user departments for long range capital planning process, based on the HMC Medical Equipment Management Plan. Communicates and coordinates these designs with project stakeholders and concerned HMC leadership to ensure the most effective prioritization of clinical technology deployment.
<!--[if !supportLists]-->7. <!--[endif]-->Conducts cost-benefit, cost-effectiveness analysis of medical technologies and Total Cost of Ownership Analysis. In consultation with the HMC Bio-Medical Engineering Department, forecasts Maintenance & Renovation (PM&R) costs for medical equipments and systems for capital projects. Provides clinical, technical and environmental requirements for clinical technology installations. Reviews and provides input and start-up equipment lists for building construction plans.

WORKING RELATIONSHIPS:
Liaise closely with the Senior Clinicians and Management across HMC.
Liaise with EPM Department Project Managers.
Also, with the Finance and Materials Management Departments.
Working closely with all to ensure that decisions made are carried through.
