Position Summary:
The Senior Operations Manager is responsible for operational development and delivery of Hamad Medical
Corporation Ambulance Service (HMCAS) services to agreed performance, financial and quality standards
within their Service Delivery Area. This will involve being accountable for all aspects of operational
development and delivery including Clinical Access and Clinical Effectiveness responsibilities.
Principal Accountabilities:
1. To take delegated responsibility for delivery of HMCAS within Service Delivery Area as part of the AS
Senior Management Team.
2. To design, develop and implement all aspects of the service delivery plans for the Service Delivery
Area, through effective management of internal and external stakeholders.
3. To develop participative relationships with internal and external stakeholders to inform the
development of service delivery plans.
4. Work with colleagues to ensure the appropriate production and distribution of resources against
service demand; to include personnel, fleet and logistics.
5. Monitor and improve compliance with HMCAS and HMC corporate policies and procedures and
ensure the timely investigation and response to complaints and queries in collaboration with
colleagues in other departments.
6. To ensure that their Service Delivery Area is compliant with accreditation schemes identified by HMC,
including, but not limited to, Joint Commission International (JCI)
7. Manage, motivate, develop and encourage staff through effective leadership, utilizing the available
HMCAS systems
8. Ensure that adequate staff welfare and support measures are in place.
9. Ensure that staff attendance is monitored and managed adequately to include reporting late for duty,
sickness absence and annual leave, as well as overtime hours worked.
10. Promote and ensure best practice employee relations with particular emphasis on communications,
diversity, health and safety and attendance management.
11. Ensure appropriate arrangements are in place to manage clinical and non-clinical risks. This will
involve identifying risks and implementing plans to mitigate them.
12. Ensure that local risks within Service Delivery Areas are identified and that the necessary contingency
plans are established and emergency preparedness arrangements are in place to deal with incidents
at such sites adequately.
13. Mobilize operationally for standby at priority cover points as part of the internal escalation procedure
to be available to respond to emergency calls and respond to emergency incidents as and when
required either as a first response unit, as a management/supervisory unit, or upon crew request for
assistance; as and when required by the NCC.
14. To undertake project management as required by the Director of Emergency Services.
15. To participate in the on-call system providing senior management cover across all Service Delivery
Areas and areas of responsibility after hours.
16. To deputise for the Director of Emergency Services when required.
17. To accept responsibility for own personal and professional development and undertake such
programs as required.
18. To develop business cases for new projects and as part of the annual budget preparation cycle.
19. To contribute to the development of annual budgets for manpower, capital expenditure, operating
expenses through the development of business cases for investment within their area of
responsibility.
20. To ensure that expenditure is maintained within budget through efficient and effective management of
area of responsibility.
21. Performs other duties as required.
