1.0  JOB PURPOSE:

As to the purpose of the job, this involves stating clearly and concisely in one or two sentences the specific contribution expected of the job with regards to realizing a specific goal/output. Thus, you need to express the specific role the job plays in realizing the organization’s goals, or the reason the job exists. The purpose of the job also summarizes the various accountabilities in the job:

Provides specialist engineering skills in the field of civil and structural engineering.  Manages those specialist aspects of the engineering and construction phases of approved capital projects for which the Department has responsibility. Manage assigned projects scope, cost, schedule, quality, procurement, communications and risk.

2.0  ACCOUNTABILITIES/RESPONSIBILITIES:

In a job, employees are accountable for realizing part of the organization’s objectives. In other words: jobs provide a contribution towards realizing the organizational objectives. To realize the purpose of a job, an employee will have to realize multiple objectives. In this section, list the main job duties and responsibilities required to fully meet the accountabilities.

a)       SHE (Safety, Health and Environment): Support achieving company target Incident Rate. Report near misses and participate in incident investigations.

b)       Provides technical assistance to operating departments and other engineers relating to civil and structural activities.  Designs and supervises civil engineering structures, providing specialist advice and information, etc.

c)       Provides assistance as requested inspecting plant and equipment and carrying out land or plant surveys.  Coordinates project engineering activities with the various units, to ensure adherence to established Company standards, drawings, specifications, and procedures.

d)       Oversees design and drafting activities related to his projects.  Includes preparing design sketches, and directing and guiding assigned draftsmen to ensure conformity to Company standards and specifications.

e)       Provides a project engineering service.  Prepares scope definitions, prepares project schedules, provides preliminary cost estimates, monitors costs, preparing plans and layouts, carrying out economic studies, etc.

f)         Develops and maintains files, general specifications, and cost data for projects.

g)       Inspects construction activity at all stages to ensure that project meets specifications and that standards are being maintained.  Oversees the work of outside contractors.

h)       Maintains an accurate and close check on expenditures, and provides input for cost estimates and G3 AFE preparation.

i)         Performs other similar or related duties such as making periodic presentations on project status and preparing related reports.  Protects the confidentiality of project information, as necessary.
