1.0  JOB PURPOSE:

As to the purpose of the job, this involves stating clearly and concisely in one or two sentences the specific contribution expected of the job with regards to realizing a specific goal/output. The purpose of the job also summarizes the various accountabilities in the job:

Coordinates electrical engineering work of assigned project from the initial design to the final commissioning and handover to the user.  Includes developing and obtaining approvals of designs for new or modified electrical equipment and systems, coordinating the procurement and inspection of equipment and material, and overseeing construction activities.

2.0  ACCOUNTABILITIES/RESPONSIBILITIES:

a)       SHE (Safety, Health and Environment): Support achieving company target Incident Rate. Report near misses and participate in incident investigations.

b)       Provides electrical engineering input for conceptual design packages for Capital Projects, and new or modified electrical equipment and systems.  Includes receiving a copy of the conceptual requirement by the requisitioning department, studying the request and preparing a preliminary design including load calculations, sketches, list of material and equipment needed, and man-hours estimate.

c)       Liaises with originating department and E&PM to become informed of scope, design details, and any special problems.  Examines and reviews drawings, and prepares materials and equipment specifications to conform to the approved engineering standards.  Prepares and submits purchase requisitions and monitors procurement and delivery in accordance with project work schedules.

d)       Participates in preparing project tender packages.  Establishes scope of work, detailing electrical work to be carried out, and defines material and equipment specifications.  Participates in reviewing tender bids and making recommendations on contract awards.

e)       Coordinates project construction work stages.  Checks final design drawings and monitors construction work through regular site visits, meetings, and contractor progress reports.  Ensures that the work is carried out in a safe, timely, and efficient manner in accordance with the contract terms and conditions.

f)         Coordinates project handover work stages.  Arranges inspection of project work by originating and other departments concerned.  Ensures that all project outstanding items are cleared, and prepares project-closing documentations, including as-built drawings, data sheets, and accounting close-out report.

g)       Performs other similar or related duties such as preparing activity reports on progress of work, maintaining records and files of all electrical engineering related designs at all stages, etc.

h)       Review the MOC packages related to electrical field to ensure that they are technically acceptable and meeting the specification and standards.

i)         Perform Process Hazard Analysis for all assigned projects which have effect on Unit operations or required modifications to existing systems.

j)         Prepare cost estimate package for capital budget projects which includes material requisitions, engineering man-hours, and details construction package.

k)       Performs material selection out of vendor quotations and evaluate contactors bids which should meet the project requirement.

l)         Prepare all Project Engineering department required reports which include: project status, schedules, and cost monitoring.
