Job description Overall Purpose
- The Country Procurement Lead reports to the Accenture Internal Client Procurement Lead for the Philippine and India Delivery Centers, and acts as a key member of the Global Procurement team to achieve Accenture Procurement business enablement, risk reduction and value creation.
- The role includes the sourcing and management of all categories, external suppliers as necessary in accordance with the Accenture sourcing strategy and initiatives, in particular around Infrastructure services, External resources, Travel and expenses, Human Resources and professional services, Facilities and large deals procurement support.
- The total Accenture Philippines annual spend for this region is in excess of US$150M and continuously growing since the Philippines region is our key development geographic area and delivery center.
- Additionally a key component of the role is to manage, work closely with and co-ordinate the network of procurement professionals related to global categories in Accenture’s APAC countries (mainly India, China, Australia, Singapore, and Japan) business units to ensure collaboration and spend leverage where possible.
- The Country Procurement Lead proposes enhancements to existing polices as well as proposes and delivers innovative and consolidated sourcing strategies and practices in conjunction with the global/regional and local stakeholders with the goals of enabling Accenture global or regional synergies, rationalizing supply base and providing costs, productivity and quality breakthrough.
- Key contribution will be provided in structuring delivery and processes, ensuring robust program management of transformation initiatives and building a sound relationship based on sense of commitment and timely delivery.
- The Country Procurement Lead also articulates and delivers Supplier Relationship Management together with operational and contract owner teams and select global categories for major suppliers and partners.
- In particular, the Country Procurement Lead will be in charge of the design and implementation of all relevant processes around the P2P (Ariba, IQN, Aravo) tools, in cooperation and coherence with Accenture policies, including cross-functional processes aimed at increased industrialization, productivity and compliance.
Responsibilities
- Business partner for Accenture Internal Client BU activities to ensure that the performance meets the organization expectations. Identify, develop and maintain working relationships with key business stakeholders that will enable open communication to discuss and elaborate concrete action plans. In particular the Country Procurement Lead will own the governance processes to ensure compliance, traceability, anticipation and alignment for all procurement actions.
- Lead a global procurement shared service team doing contractor or external resource enablement by providing access to facilities and systems in a timely manner both on-boarding and offboarding.
- Evaluation of country procurement practices to determine if current vendors and processes are optimized and delivering the required results.
- Review of the country procurement related activities to determine best approach for rationalization and consolidation.
- Management responsibility for country procurement suppliers to ensure that all initiatives and programs are implemented in the Philippines.
- Responsibility for the internal budget cycle, external spend budgets and other financial issues related to the Philippines.
- Perform periodic reviews with key strategic suppliers when appropriate to monitor supplier performance and compliance to policy.
- Works with the local Geographic Services Lead and local corporate functions to analyze sourcing opportunities within the countries and articulates with global/regional categories the deployment of such initiatives.
- Negotiates and maintains all Philippine related contracts in alignment with the procurement and BU related strategies.
- Elaborates with its team and stakeholders the appropriate sourcing strategies for each subcategories procurement, defines the vendor management policies in order to secure savings and quality, deploys global/regional category initiatives and provides benchmarks to take into account local market realities.
- Participate in business industry forums to maintain a solid understanding of industry direction and best practices.
- Contributes to the development and implementation of a global/regional procurement strategy and is responsible for its Philippine implementation.
- Proactively improves Accenture expenses through both demand management and staff compliance with the approved strategy, processes and policies.
- Acts as a SPOC of all new initiatives for Accenture Business Units related to the Philippines.
- Staffs where needed Procurement Category Management and Operations staff whilst continuously looking for opportunities to leverage global and regional resources whenever possible.
Qualifications

- At least seven years procurement management experience within a multinational organization in IT/BPO or Indirect procurement.
- Specific experience in Infrastructure services, External resources, Travel and expenses, Human Resources and professional services, Facilities and large deals procurement support.
- Experience of strategic sourcing and proven ability to work in a logical and thorough way.
- A track record of achieving cost savings and improvements in customer service.
- Be aware of new and innovative approaches in facilities management, where appropriate, make recommendations on new initiatives and concepts.
- A successful track record in building of procurement initiatives across diverse categories.
- An excellent negotiator, who works with and develops suppliers to meet customer requirements.
- Experience of both product and services buying together with a strong emphasis on risk management through negotiation of the appropriate contract terms and conditions.
