Responsibilities
The Project Services Manager responsibilities shall generally include, but not limited to, the following:
- Provide business, project control, commercial and administrative support to the Project Director;
- Effectively manage the interfaces between project services and technical functions within the Project, ensuring that Sonaref business, financial and commercial principles and procedures are adhered to;
- Manage all reporting processes to ensure accurate and timely information is available to the Project Director, Sonaref and Sonangol Executive as requirement;
- Coordinate preparation of weekly and monthly cost and project progress reports to meet Sonaref business calendars;
- Coordinate project controls and other support services provided by the PMC;
- Manage the Change Management process and ensure approvals are in accordance with technical and commercial authorities;
- Coordinate interface with Sonaref Finance organisation, systems and processes;
- Approve work orders, invoices and change orders, in line with authority levels set by the COO;
- Monitor, manage and administer contracting and procurement activities to safe guard the interests of Sonaref, particularly PMC and EPC Contract;
- Develop procedures and work instructions as required to ensure a seamless interface with those of PMC;
- Verification and approval of the PMC, EPC Contractor, Licensor and other Third Party invoices in readiness for payment by Company Finance organisation;
- Monitor and control all change orders for the work scope, in conjunction with the Engineering Manager and PMC;
- Support monthly progress meetings involving PMC and EPC Contractor;
- Ensure that the contractors are adhering to the contracts’ coordination procedures for cost reporting & scheduling;
- Maintain the contract change order log with liaison with Contracts and Procurement; and
Closely monitor actual project progress (permits, surveys, procurement etc.), and costs and instigate/co-ordinate any corrective actions required to keep project on budget and on time.
Professional Experience:
- A mature and proven Project Controls professional with a minimum of 20 years direct experience of managing large, complex international Oil and Gas projects.
- The Project Services Manager shall have had a broad exposure to project management processes, procedures and systems necessary to successfully implement a major project.
- The incumbent shall have experience of working with both PMC and EPC Contractors in different cultural environments
Education:
- The candidate should have a Bachelor of Science degree or equivalent in an Engineering discipline.
- Language Fluent Portuguese or English
