Pre-Requisite Qualifications:
1. Site Manager should be a very capable person, highly qualified, competent and well versed in all aspects of Waste Handling services having good experience in LNG installations or Petrochemical Plants.
2. Experience of administrative and contractual Waste Handling Services is very essential. The Team Lead should also have thorough knowledge of Waste Handling requirement in large Oil / Gas Operating Plants.
Purpose and Scope:
1. Lead and motivate his Contract team to maximize the team effectiveness and productivity, ensuring time, cost and quality measures are achieved.
2. Provides interface between COMPANY and his own Crew, on routine but diverse duties as part of general maintenance program on all COMPANYS industrial facilities and structures.
3. Coach team effectively to ensure every team member understands and fulfils the responsibilities of their role.
4. Responsible for Waste Handling Services fully in compliance with CONTRACT requirements.
5. Maintenance program is carried out in LNG Plant, Workshops and associated COMPANY facilities and buildings throughout Ras Laffan and NFB Offshore Platform.
6.Role will include the following,
HSE Management:
Maintains HSE focus within the team to ensure HSE requirements are being adhered into and ensure safe, clean and efficient services is exercised and maintained at all times.
Client Relationships:
Maintains and builds healthy COMPANY Relationships
Proactively resolves performance, scope and schedule issues with the COMPANY as they arise. Identifies documents, communicates and meets the COMPANY’s requirements.
Commercial Management:
Effectively manages work activities required by the maintenance contract as well as any special work that may arise.
Ensures that the set KPIs are being met.
Scope Management:
Compliance with maintenance schedule/ Plan.
Compliance with requirement of the contract and set KPIs are being met. Effective change control process application.
Time Management:
Take ownership of the utilization of the field team and proactively seek ways to ensure team is fully utilized and productive during working hours.
Schedule regular team meetings to discuss and resolve team issues and set expectations and performance targets.
Manage team and individual performance and utilization ensuring that service KPIs are met and that team is fully utilized and productive while at work.
Accurate execution of the work.
Contributes to the development of work schedule other than the current maintenance work or any other that maybe provided by the company to meet operational needs.
Supervisors work in accordance with the work schedule.
Cost Control:
Monitors cost aspects of the work within direct control and forecasts final costs identifies trends and takes action to avoid cost overruns.
Quality Management:
Responsible for the execution and ensure compliance with Qatargas Policies and procedures. Strong working knowledge of Qatargas and acceptable industry practices and procedures.
To ensure that all work is carried out safely, employing current safe working practices.
Team Management:
Focuses team on achievement of milestones and other key contract objectives.
Listens to the team, discuss the issues, resolves problems and directs activities to remove roadblocks and archives contract objective.
Ensure adequate delegated authority is passed to a deputy during periods of leave.
Communications Management:
Regularly provides clear reports to the company representative as well as other company operational organization of the work.
Effective communication with the team, COMPANY and any third parties that maybe involved in the implementation of the work.
Accurate timely and effective reporting to the COMPANY.
Risk Management:
Evaluate risks in all aspects of the work.
Monitors the closure of all identified risks and opportunities.
Work Contacts:
Have regular daily contacts with the respective COMPANY representative and frequent contact with other COMPANY personnel at higher level from associated departments.
Latitude:
Supervises and coordinates works according to established procedures, policies and approved programs, all under instruction and control of the respective Company Representative. With these parameters, exercises judgment in planning and organizing work, deciding immediate priorities, setting standards and checking and accepting work.
Supervisory Responsibility:
Manages contract team of numbers and disciplines in accordance with this Appendix to Agreement, plus additional manpower on an ad-hoc basis and during shut down as and when required.
Physical Effort:
Moderate involving walking, climbing and standing some of the working time.
Work Environment:
Normal LNG Plant conditions.
Minimum Requirements:
1. Site Manager must have more than 15 years experience in Waste Handling Services role in the Petrochemical, Petroleum Refining or Power Generation industry of which at least 10 years as Supervisor and 5 years in same position or equivalent.
2. Site Manager educational qualifications: Preferably Degree in Chemical or Environmental Engineering discipline or standards based qualification.
3. Site Manager must be proficient in reading, writing and speaking English.
4. Site Manager must be able to Work with computers utilizing Microsoft Windows and Office suite of packages.
5. Site Manager must be fully aware of safety aspects of Working in a Petrochemical industry.
6. Site Manager must be fully aware of quality systems and can perform regular audits to convince the Company that he complies with it.
7. Site Manager must have managed before couple of Turnarounds and major works.
8. Site Manager must be aware of Industry Standards, Relevant International Codes.
9. Site Manager must have good organizational capabilities & be able to organize Site execution & Site Office staffs and manage the site organization independently.
10. Site Manager must be able to organize the materials and equipment for his job.
11. Site Manager must be able to plan associated activities, and acquire the resources to mobilize all required personnel and equipment on time.
12. Site Manager must be conversant with the Contract and the Contracting System and must have authority to act on all aspects of the Work to support the Company.
13. Site Manager must be experienced in using CMMS to report cost and KPI performance.
14. Site Manager must be responsible for maintaining and maintaining a competency matrix for all employees.
15. Site Manager shall have sufficient authority to act independently and authoritatively on the Company related Work management issues without having to refer to the Contractors off-site head office.
16. Site Manager must have a valid Qatari Driving license and defensive driving training.
