Qualifications:
The Mental Health Promotion and Prevention Specialist will plan, implement, procure and evaluate a range of mental health promotion programs and interventions, to support deliverables in the Qatar National Mental Health Strategy 2013-2018 (QNMHS). The role drives and facilitates integrated mental health promotion initiatives, aligned with the Supreme Council of Health Public Health agenda, including wellbeing programs in schools and workplaces.
Tasks & Duties:
• Drive the development, implementation and evaluation of innovative, integrated public health programs and campaigns to promote mental health and wellbeing
• Identify opportunities to communicate positive mental health public messages to increase overall health and wellbeing through promotion, prevention and early intervention efforts across Qatar
• Establish effective mental health initiatives in schools and workplaces based on international best practice models and in collaboration with multi-sectoral stakeholders
• Lead the conceptualisation, development and launch of mental health campaigns which align with the Public Health and Prevention agenda in Qatar, including links with healthy lifestyle programs, chronic disease management and primary care initiatives.
• Provide high level strategic analysis and advice on mental health programs to SCH Public Health, the NMHP and other senior stakeholders
• Build effective working relationships with SCH, health partners and service providers, other government Ministries, employers, educational institutions and community groups to support program implementation
• Coordinate and manage stakeholder and community awareness events, including meetings and workshops and represent SCH Public Health/NMHP on reference groups and at health key forums
Responsibilities:
• Implement and evaluate effective integrated mental health promotion and prevention campaigns and programs
• Develop and deploy preventative health and health promotion methodologies through planned projects, programs and campaigns in conjunction with key stakeholders
• Utilise collaborative practice models to build and develop the strengths of existing public health programs and teams to deliver mental health messages through their programs of work
• Facilitate meetings, develop project plans and report on progress of health promotion initiatives to the National Mental Health Program and SCH Public Health leadership teams
Working Conditions:
• Work takes place in an office-based environment at the Supreme Council of Health, in the Public Health Department
• Attending external meetings with stakeholders in a requirement of the role
• Some on-site project work will be required for events and community activities
Key Performance Indicators:
• Delivery of integrated mental health and wellbeing initiatives in line with the QNMHS, Public Health and Prevention agendas
• Positive mental health and wellbeing messaging incorporated in SCH Public Health and Prevention Programs
• Develop, manage and evaluate mental health initiatives in schools and workplaces which reflect evidence based practice internationally
• Program design and delivery across all programs that is culturally relevant, innovative and accessible and reflects high levels of engagement with target populations
• Stakeholder engagement, internally and externally, across all sectors of the community to inform mental health promotion and prevention initiatives
Communications :
A) Internally : National Mental Health Program (NMHP) SCH Public Health team, NHS Projects, SCH Communications, Contracts & Procurement, Project Management Office
B) Externally: Multi-sectoral stakeholders within health and other sectors including HMC, PHCC, Ministries, Employers, NGOs, Schools and Universities, Service Providers, community groups and corporate organisations
Job Requirements (Knowledge, Skills and Experience Required):
a) Formal Education Requirement
• Postgraduate qualifications in a health related field (Public Health, Health or Mental Health)
• Qualifications in Health Science, Health Promotion, Community Development or Education would be valuable if complemented with significant relevant experience.
b) Experience Requirements:
• At least 10 years experience in the development, coordination and delivery of Public Health Promotion/Prevention initiatives, ideally with experience in mental health and wellbeing programs
• Project/program management experience and a strong health background
• Managed development of integrated public health plans and campaigns (including research, planning, management and implementation and evaluation)
• Proven skills and experience in health program management with a record of success in commissioning, contract management, budget preparation and management of program outcomes
• Experience working on programs with engagement with schools and workplaces
• Demonstrated understanding of the mental health care sector would be highly regarded
Technical Skills requirement
• Advanced understanding of the principles of Integrated Health Promotion/the Social Model of Health
• Understanding of the philosophy and methodologies associated with Health Impact Assessment
• Public Health Awareness Campaign development and evaluation
c) Personality Traits :
• Exceptional written and verbal communication skills in English and Arabic
• High level interpersonal engagement skills and be able to develop and maintain relationships with people at multiple levels within stakeholder organisations
• Demonstrated program management skills, with ability to implement projects in a complex and challenging environment.
• Have highly developed conceptual and analytical skills that support stakeholders to identify practical solutions to complex problems
• Strong time management, organisational and planning skills with the ability to multi-task and prioritise effectively
