The Communications and Community Engagement Specialist plans, develops and manages all communications activities related to the implementation of the Qatar National Mental Health Strategy 2013-2018 (QNMHS). The role drives forward effective strategies for Media, PR, Health Promotion and Community engagement, both internally and externally, and provides authoritative expert communications advice to the National Mental Health Program (NMHP).
Tasks & Duties:
• Developing and implementing professional communication strategies to interpret and communicate success and progress in the implementation of the QNMHS vision, milestones and objectives
• Driving the development, implementation and evaluation of integrated communication campaigns
• Managing and developing all media activities and protocols to ensure clear, consistent messaging, and to maximise stakeholder and public understanding of mental health
• Overseeing the development and delivery of communication activities including campaigns, engagement events, market research, proactive media, social media, branding, print and digital communication and ensure compliance with health policies and directives
• Engage stakeholders, including community groups, in adopting a shared vision for mental health and coordinate an annual program of activities to increase awareness, promote services and reduce stigma
• Effectively lead and manage relationships with communication teams across stakeholder groups
• Develop and propose highly innovative options for the delivery of communication activities, including resources required for new technologies, to key decision makers in Qatar
• Provide high-level advice and support to the NMHP and other senior stakeholders
Responsibilities:
• Overseeing the development, implementation and evaluation of mental health communication activities, including public awareness campaigns and community events
• Providing guidance and development of communication strategies and messaging, monitoring implementation and overseeing procurement processes for media/PR/research agencies
• Writing for a variety of internal and external communications mediums
• Engaging with stakeholders and represent the NMHP at multi-sectoral committees and taskforces concerned with achieving health and community engagement objectives
• Produce high-level presentations and correspondence for the National Mental Health Program
Working Conditions:
• Work takes place in an office-based environment at the Supreme Council of Health
• Attending external meetings with stakeholders in a requirement of the role
• Some on-site project work will be required for events and community activities
Key Performance Indicators:
• Deliver effective mental health communication strategies and campaigns in line with the QNMHS
• Positive mental health messages through media channels and across stakeholder communications
• High levels of engagement across sectors in planned mental health initiatives and events
• Strong collaboration with communication teams across health sector partners and other groups
• Timely management of commissioning, contract management, budget preparation and management of communications outcomes with media/PR agencies and other providers
Communications :
A) Internally : National Mental Health Program (NMHP) SCH Public Health team, NHS Projects, SCH Communications, Contracts & Procurement, Program Management Office
B) Externally: Multi-sectoral stakeholders within health and other sectors including HMC, PHCC, Ministries, Employers, NGOs, Schools and Universities, Service Providers and Corporate organisations
Job Requirements (Knowledge, Skills and Experience Required):
a) Formal Education Requirement
• Bachelor degree in Communications, Arts, Health, Science, Business or a related discipline.
• Postgraduate qualifications in a Health Communications, PR or Marketing would be highly regarded.
b) Experience Requirements:
• At least 7 years experience in communications role, ideally in the health, education or NFP sector
• Experience providing strategic communications advice and developing communications for senior stakeholders, ideally for government or at a national program level
• Experience developing public campaigns, including use of new technologies (social media etc)
• Experience in developing effective communications related to sensitive human issues
• Experience in mental health policy, services or programs would be highly regarded
Technical Skills requirement
• Specialist expertise in campaign development and management (planning, management and implementation of integrated communication campaigns)
• Knowledge of best practice in health communications methodologies and public relations

• Exceptional written and verbal communication skills in English and Arabic
• Strong time management, organisational and planning skills with the ability to multi-task and prioritise effectively
